Since the end of the Cold War, the concept of security has expanded beyond state-centered concerns to embrace human security, emphasizing the protection and empowerment of individuals from diverse threats such as poverty, disease, environmental degradation, and non-state violence through cooperative, multi-actor approaches, prompting initiatives like the “Human Security: Safeguarding and Empowering People” conference to advance discourse and collaboration among scholars, practitioners, and civil society.
